ASEAN OPRC IMO Level 3 Workshop

The Ministry of Transport (MoT) and Marine Department (MARDEP) of Malaysia hosted the ASEAN Regional IMO OPRC Level 3 Workshop. The 5-day Workshop (July 30 - August 4) was held at the MATRAIN facility of the Marine Department in Klang, Malaysia with field visits to the PIMMAG (Petroleum Industry of Malaysia Mutual Aid Group) Base in Port Dickson and at Senai Airport in Johor where the participants viewed the OSRL (Oil Spill Response Limited) C-130 dispersant spray aircraft. The Workshop was facilitated by experts from PIMMAG.

Aside from classroom lectures, it also included a hands-on training on SCAT (Shoreline Cleanup Assessment Technique), a tabletop exercise and an offshore deployment exercise in the Port of Tanjung Pelepas (PTP). 

The objectives of the Workshop are:

  • to provide understanding of the obligations as member states of OPRC 1990;
  • To emphasise the importance of regional contingency planning specifically within the ASEAN Region, in line with the Memorandum of Understanding on ASEAN Cooperation Mechanism for Joint Oil Spill Preparedness and Response (ASEAN MOU)
  • To provide a unique opportunity to strengthen regional cooperation and to evaluate aspects that may be incorporated into future revisions of the ASEAN Regional Plan; and
  • To experience first hand the theories and on site simulation with the help of the representative from the industry. 

More than 30 participants attended the Workshop. These include the nominated representatives of the ASEAN member states and the invited representatives of the local oil gas industry (Petronas, ExxonMobil) and the other agencies that have a stake in oil spill preparedness and response in Malaysia (DOE, Ports Authority). 

The GISEA Project Manager, Joselito Guevarra, presented a module on the Regional Response Framework in ASEAN. A second workshop is planned in the 4th quarter of 2017 and will focus on the testing Regional Plan. These workshops are part of the commitment of the Malaysian government as the lead country for the implementation of the ASEAN Regional Oil Spill Contingency Plan.

NEXT ACTIVITY: ASEAN Regional Oil Spill Contingency Plan Tabletop Exercise and Workshop
The Ministry of Transport of Malaysia plans to host a workshop and a tabletop exercise for the Regional Oil Spill Contingency Plan in the fourth quarter of 2017. This is a follow on activity to the ASEAN OPRC IMO Level 3 Workshop that has just been completed. Details will be released when the necessary arrangements have been confirmed.
